Conservative rejection
Merge, Split, Extract, Delete, Reorder and Rotate reject password-protected, damaged, interactive-form and signed inputs. They now also reject bookmarks, page labels, destinations, links, annotations, attachments, document actions and portfolios instead of silently dropping structures that are not yet preserved.

Different rules when the PDF is not rebuilt
Metadata Viewer can inspect form and signature presence because it does not rebuild the PDF. PDF to Text reads only the embedded text stream and makes no claim to preserve page layout or perform OCR. Both reject password-protected or damaged files.
